Planning of New Institutions (PONI): Taking Control of the Planning
(Registration Deadline: November 24, 2008)

This 32-hour program familiarizes participants with all aspects of the new jail planning process and helps them develop a team approach to planning.

Executives and administrators in most jurisdictions will have the opportunity to plan only one jail during their careers. Although criminal justice planners and architectural firms have the technical expertise to plan and design the new jail, the jurisdiction will operate the jail long after the planners and architects are gone. Therefore, it is important that the jail is designed to meet the operational and space needs of the jurisdiction and the agency that will operate it. Owner involvement throughout the planning process is crucial to the success of the planning effort and, ultimately, the successful construction and operation of the new jail. Decisions made at the early stages of the planning process will affect the remainder of the project.

Planning of New Institutions (PONI) does not teach participants how to design a jail; instead, it teaches the importance of in-depth planning before starting jail design. Concepts are taught through case studies, allowing participants to get "hands-on" experience in planning methods. This program focuses on the critical elements of planning a new facility, including collecting and using data, pre-architectural programming, site evaluation, project management and determining staffing needs.

Jail Administration
(Registration Deadline: December 23, 2008)

This 35-hour program teaches administrators the basic skills and competencies needed to effectively manage and direct their jail operations.  The program has just been redesigned and focuses on such topics as risk management, workforce development, jail staffing, operational assessments, jail standards, policies and procedures, inmate behavior management, and budget management. During the program, participants also examine strategies for effectively delegating responsibility and their role external to the jail—with local government officials, other parts of the criminal justice system, and the community.
