JOB SUMMARY:
The Wichita County Training Division is responsible for providing training for all members of the Wichita County Sheriff’s Office and other local law enforcement agencies.  The applicant selected for this position will be required to develop complex lesson plans and be able to conduct training courses as prescribed by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE).

ESSENTIAL JOB FUNCTIONS:
• Oversee and participate in the development and coordination of complex project schedules, production budget and logistics of law enforcement training operations to achieve results in a timely and cost-effective manner.
• Oversee the research and development of a comprehensive program of law enforcement training courses, including participating in the development of updating of policies, procedures, goals and objectives of the Sheriff’s Office.
• Instruct/teach/facilitate training programs and coordinates instructor scheduling, facility availability and associated budget information.
• Identify, develop, and monitor the use of instructors who provide curricular and instructional content of training courses.
• Responds to inquires from diverse audiences (employees, outside agencies, the public) to provide information and clarification regarding training programs available from this agency.
• Conducts needs assessments, and designs and applies evaluation techniques and proficiency testing methods to measure the courses effectiveness and identify new opportunities for training.
• Oversee the record management of training divisions’ activities.
• Operates a variety of office equipment including but not limited to telephones, computers, adding machines, copiers and scanners.
•Performs all other duties as assigned, in a timely and concise manner.

MINIMUM QUALIFICATIONS:
• Must be at least 18 years of age.
• Must have a valid Texas Drivers’ License.
Must have a high school diploma or GED equivalent.
• College (at least a Bachelor’s Degree preferred), may be substituted with 7 years law enforcement experience.
• Should have their Instructor license, be a TCLEOSE certified Peace Officer and or Jailer
Must be able to demonstrate computer proficiency in the use of Microsoft Office applications to include Word, Excel and Outlook.
• Must have word processing and spreadsheet skills
• Must be capable of learning how to proficiently operate the mainframe computer systems used in the Wichita County Sheriff’s Office.
• Must have excellent organizational skills and be able to manage a fast-paced office environment and establish priorities.
• Must have excellent interpersonal skills to interface with various organizations and departments, both internally and externally.
• Must recognize the value of team dynamics, exhibit a professional demeanor and possess highly developed problem solving and time management skills.
• Must be able to effectively and professionally work with all members of the Wichita County Sheriff’s Office, other County officials and staff and the general public.
• Must be able to perform multiple job duties and tasks simultaneously and work effectively in a stressful office environment.
• Must be personable, courteous and have excellent customer service and public relations skills.
• Must be detail-oriented and self-motivated.
• Must be able to effectively communicate both verbally and in writing and have the ability to listen and understand and speak (English) and be understood.
• Must be able to accurately type at least 40 WPM.
• No misdemeanor convictions above a Class C (no Class A or B misdemeanor and/or felony convictions).
• Must pass a pre-employment physical exam and drug test paid by Wichita County.
• Must pass a thorough background check conducted by the Wichita County Sheriff’s Office.

The City of Fort Stockton is seeking a full-time Chief of Police to direct and oversee the Police Department in accordance with authority delegated by City ordinance and promulgate rules and regulations of the department as authorized by statute. Under general administrative direction of the City Manager. Sets and delivers policy of police services; coordinates internal investigations; disciplines police personnel; prepares and manages police budget; maintains police records; manages defense of litigation affecting police department for State and Federal courts. Commands force during emergencies, fires and riots; makes inspections; prepares requests for government funds.  Assumes full responsibility for the functioning of the department and operation of Animal Control Department and kennel facility; assists with ordinance enforcement; attends special and council meetings as directed.  Prepares and reviews reports to the City Manager, news media, citizens and other City of Fort Stockton Departments and law enforcement agencies.  Communicates effectively with media, citizens and employees, State, Local and Federal Officials, both verbally and written; makes presentations; serves as Emergency Management Coordinator. Assures that all subordinate employees maintain all required certifications and continuing education requirements of TCLEOSE; interviewing and hiring of new department personnel and appointment of supervisory personnel in the department. Makes moral and ethical decisions that conform to law.  Performs other related duties as required.

OTHER JOB FUNCTIONS: Ability to operate personal computer, use of Internet, electronic mail, police department records software.

REQUIRED EDUCATION / LICENSES: High School Diploma required; Bachelor’s Degree or equivalent is preferred; a MPA or related graduate degree is highly desirable; maintain advanced level of TCLEOSE Certification; must possess a valid Texas Driver’s License; must be a United States Citizen. Must successfully complete an employee physical and drug screen as well as background inquiry.

EXPERIENCE & SKILLS: Extensive command and management level experience with a Local, State of Texas or a Federal Law Enforcement Agency. Working knowledge of Federal guidelines and court decisions regarding equal employment opportunities for personnel matters and civil liabilities; working knowledge of State and Federal funding agency guidelines and procedures; extensive knowledge of the principles and practices of modern police administration and methodology; possess experience in supervision, motivation, performance review and employee development.

SALARY RANGE:  $69,972.00  -  $75,020.00.  Retirement, health and dental benefits are provided.
